This is a 19th century hotel with a public bar.
The building was damaged in a fire late in November 2014. It has since been renovated and reopened. It was reported in September 2016 to again be closed, with the lease on the market. Given the run-down state of this part of town (the nearby Crown Hotel has been empty since 2009) it seems unlikely it will reopen.
It's shown (though unnamed) on this old OS map from about 1904 (larger map)
